NRW. Jahresbericht 2017- Die Arbeit der Drogenkonsumräume in NRW

In Nordrhein-Westfalen gibt es derzeit zehn Drogenkonsumräume. Die Inanspruchnahme und Nutzung der insgesamt 96 Konsumplätze wird entsprechend der gültigen Rechtsverordnung dokumentiert und evaluiert. Die Landesstelle Sucht NRW unterstützt im Auftrag des Ministeriums für Arbeit. Gesundheit und Soziales des Landes NRW die Drogenkonsumraum-betreiber*innen bei der Erhebung und Auswertung der Daten. Der Jahresbericht 2017 stellt die Ausstattung der Standorte sowie die Inanspruchnahme in 2017 dar. Darüber hinaus wurden Jahresvergleiche mit den Auswertungsjahren 2015 und 2016 durchgeführt. USA. Public Health: Cities Planning Supervised Drug Injection Sites Fear Justice Department Reaction

In parts of the country hit hard by addiction, some public health officials are considering running sites where people can use heroin and other illegal drugs under medical supervision. Advocates say these facilities, known as supervised injection sites, save lives that would otherwise be lost to overdoses and provide a bridge to treatment.

There are at least 13 efforts underway in U.S. cities and states to start an official supervised injection site — with advocates in several cities saying they want to be the first. And the forms vary. Seattle is planning a safe injection van; Philadelphia is considering pop-up tents; some elected officials in places like Denver, Vermont, Delaware and San Francisco, are trying to gather support for proposals. UK. UK Drug Policy is Fuelling an HIV Outbreak in Scotland

The UK Government’s continued opposition to the introduction of drug consumptions is fuelling an HIV outbreak in Scotland.

Scotland is enduring some of the worst consequences of the UK’s national drug policy. The rate of drug-related deaths in Scotland is eight-times the EU average, and close to three-times the rates of England, Wales, or Northern Ireland. Alongside this spiralling number of deaths, Glasgow – Scotland’s most populous city – is now seeing a resurgence in HIV, with people who use drugs bearing the brunt of the outbreak. Up to 300 people a day are expected to use Victoria's first medically supervised drug injecting room when it opens in the coming days. 

The Victorian Government committed to a two-year trial at the North Richmond Community Health Centre, after three separate coroners called for a supervised space.

Kanada. Victoria's first permanent supervised consumption site to open mid-June

A permanent answer to B.C.’s raging overdose epidemic could open in Victoria in the next two weeks, pending final federal government approval. 

Victoria’s first brick-and-mortar supervised injection site is slated for a soft opening on June 14 with doors officially opening on June 18, according to officials with Our Place Society.

Island Health officials tell CTV News the opening is contingent on a final green light from the federal government. (vancouverisland.ctvnews, 05.06.2018)

These facilities primarily aim to reduce the acute risks of disease transmission through unhygienic injecting, prevent drug-related overdose deaths and connect high-risk drug users with addiction treatment and other health and social services. UK. Home Office has 'no plans for fix rooms'

Home Office officials have said they cannot support the creation of "fix rooms" for drug addicts in Glasgow.

The department's drugs legislation team set out its reasons in a letter to Glasgow City Council, which has proposed the facility.

But the Home Office said it was aware of the public health benefits of drug consumption rooms. (BBC, 04.06.2018)


Schottland. Queen’s physician in Scotland, Roy Robertson, backs call for shooting galleries for drug addicts in Glasgow amid rise in HIV cases

The Queen’s physician in Scotland has accused the UK and Scottish governments of failing vulnerable drugs users and urged ministers to back shooting galleries allowing them to inject safely amid a rise in cases of HIV.

Roy Robertson, professor of addiction medicine at Edinburgh University and apothecary to the royal household in Scotland, said the Home Office decision to reject safe injecting rooms in Glasgow is indicative of a policy failure on a large scale. Australien. Ice will be allowed in Melbourne safe injecting room

Drug users will be allowed to consume ice under medical supervision at Melbourne's new safe injecting room, despite previous state government assurances that it would be banned from the centre.

Users will be able to take up to three grams of drugs such as heroin or ice into the injecting centre without penalty.

The government released regulations for the North Richmond Centre late on Tuesday afternoon that revealed there will be no restriction on the drugs of dependence that can be used in the injecting room. (The Age, Australien, 10.04.2018)
