FENTANYL AND SYNTHETIC DRUGS MONITOR - ISSUE 1 - OCTOBER 2026: Manufacture and contaminants in Canada, US and Mexico

About the Fentanyl and Synthetic Drugs Monitor

This is the first bulletin of the Global Initiative Against Transnational Organized Crime’s (GI-TOC) Fentanyl and Synthetic Drugs Monitor, produced by our North America Observatory. This series of publications will build on ‘Unregulated fentanyl in North America: A trilateral perspective’, a GI-TOC report that explains how illicitly manufactured fentanyl is produced and distributed across Mexico, the US and Canada. That report examined the region’s complex and highly integrated system of production, tablet pressing, trafficking and consumption.

This monitor will track regional developments to provide a nuanced understanding of supply-side dynamics in Canada, the US and Mexico. It also covers developments in multilateral spaces that receive little media attention but are key for understanding regional drug policy cooperation.
