This report presents the latest findings from C-EHRN’s Civil Society Monitoring of Harm Reduction in Europe 2025, examining the availability, accessibility and development of basic harm reduction services across 42 European cities. Drawing on data collected by C-EHRN focal points, it provides insights on how harm reduction services are responding to changing drug trends and identifies where important gaps remain.
