Summary

In the present report, the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism, Ben Saul, in accordance with Human Rights Council resolution 58/14, updates the model definition of terrorism formulated by the mandate holder in 2010, to guide international and regional instruments, national laws and international, regional and national actors to define terrorism in a manner that protects and respects human rights.
